Special Board Meeting Minutes – Slip 584 Occupancy Status (June 26, 2026)

Dear TDA Members,

Attached are the draft minutes from the Special Board Meeting held on June 26, 2026, called to address the occupancy status of Slip 584 and its multifamily legacy status under Article 11, Section 1 of our Bylaws.

This discussion matters beyond Slip 584. In the course of reviewing this single property, the Board and legal counsel identified real gaps and inconsistencies in how our governing documents address multifamily dwellings, rental permitting, and the legacy provisions tied to homes that predate TDA’s current rules. These are not issues unique to one slip — they could affect how rental policy is interpreted and applied across the moorage going forward.

As a result, the Board will be taking up a broader review of our rental policy and tightening the relevant language for future Bylaws and Rules & Regulations, so that questions like this one have a clearer answer in our governing documents rather than requiring a case-by-case legal opinion. We’ll keep members informed as that work progresses, and we welcome your input once a draft is ready for review.

The attached minutes lay out a thorough, sometimes spirited discussion, including where Board members didn’t fully agree. We wanted you to see that process, not just the outcome.
